    Foreword
    When operating and/or accessing High Voltage apparatus, it is essential procedures are followed so as to achieve a safe working environment, meet with relevant legislative requirements and contribute towards achieving an appropriate operating priority.

    Purpose
    This Manual describes procedures, roles and responsibilities required to obtain safe access to High Voltage Distribution Electrical Network apparatus.

    It is a supplement to the principles and responsibilities described in the Energy Electrical Networks Association of Australia (ENA) National Guideline ENA NENS 03 2006 - National Guidelines for Safe Access to Electrical And Mechanical Apparatus (preview). That Guideline has been produced to assist in the development and application of uniform requirements for access to apparatus associated with the generation, transmission and distribution of electricity.

    Scope
    This Manual has been developed specifically for the switching of High Voltage Distribution Electrical Networks for the purpose of access by authorised personnel.
    It does not apply to

  • The manipulation of an Electrical Network in preparation for Isolation and Access
  • Access to High Voltage apparatus owned by an Electricity Entity
  • Access to High Voltage apparatus using High Voltage Live Line procedures
  • Access to Low Voltage apparatus
